who owns the land?
Property Rights:

Land property rights are the legal rights stipulated by law where individuals or entities have over land they own. These rights include the exclusive ability to use, control, and transfer the land, as well as the right to derive benefits from it. These rights are crucial for a functioning economy, as they incentivize responsible land use and investment. The protection and enforcement of land property rights contribute to the stability and success of a society.

If you want to control the land, buy it. Private property is not a group discussion. If you buy a home next to a smelly pig farm. Don't complain or expect the farmer to change the smell. If you buy property next to an empty lot that is zoned for a pig farm, and a pig farm moves in, don't expect the farmer to stop production. If you have lived somewhere for 50 years, zoning may change due to a naturally growing community; either grow with the community or find a more rural place to live until that community also evolves. When you sell your land, you have the right to sell it for as much as possible which will raise the taxes of your neighbors. The choice is yours. That's private property rights.

There is a time to influence legislative decisions on land use. All of these moments are required by law to be noticed for public involvement. Most people ignore this opportunity until the decisions made are affecting their view. Unfortunately, once the law is passed, there is little that can be done. In the case of recent developments that have been protested, the General Plan, county law, is the guide for legislative action. While public hearings are required, the testimony that can be considered has to be based in fact not emotion. Fear of potential detrimental effects are not to be considered as reasons for denial.
